About the Opportunity

The International Institute of Rural Reconstruction (IIRR) seeks an experienced nonprofit CFO, VP of Finance, or senior finance professional to review its updated Global Finance & Accounting Manual, Global Procurement Manual, and three supplementary policies.

Founded in 1960, IIRR is an international nonprofit working with rural communities across Africa and Asia. With operations spanning multiple countries, IIRR needs clear, consistent global policies that support sound financial management, effective internal controls, accountability, and appropriate oversight while allowing for relevant local requirements and operating conditions.

IIRR has a Global Finance Director but would benefit from an independent, CFO-level perspective to identify gaps, strengthen the policy framework, and ensure the documents reflect effective practices for an international nonprofit.

The volunteer will assess the policies for clarity, completeness, consistency, practicality, and alignment with good nonprofit financial governance. Particular attention should be given to risk management, segregation of duties, approval authority, procurement controls, financial accountability, and the balance between global standards and country-level implementation.

This is a time-limited advisory project. IIRR staff will retain responsibility for policy decisions, revisions, and implementation.

The volunteer will:

- Review policies: Assess two global manuals and three supplementary policies, identifying gaps, inconsistencies, ambiguities, and areas needing clarification.
- Assess financial governance: Evaluate financial controls, segregation of duties, approval authority, procurement procedures, accountability, and risk management.
- Evaluate global applicability: Identify policies to standardize globally and areas requiring local adaptation.
- Check consistency: Identify conflicting requirements, duplication, unclear responsibilities, and gaps across documents.
- Recommend improvements: Develop a prioritized gap analysis and recommendations matrix.
- Debrief management: Present findings and discuss practical recommendations with IIRR management.

The focus is strengthening the policy framework, not rewriting all documents or conducting a formal audit. Recommendations should reflect IIRR’s resources, size, and international structure.

Expected Timeline:

Approximately 5–6 weeks and 20–30 volunteer hours, including document review, staff consultations, preparation of findings, and a final management debrief. The timeline may be adjusted by mutual agreement.

Desired Outcome:

IIRR will receive an independent, senior-level assessment of its global finance, accounting, and procurement policies, with prioritized, actionable recommendations to strengthen controls, clarify responsibilities, improve consistency, and support effective financial governance across international operations.

Recommendations should help management identify the most important and feasible improvements within existing resources.
