Social Media Strategy Consultation

The goal of St. Vincent de Paul of Contra Costa County is to develop a social media strategy and implementation plan to support our nonprofit organization's goals of helping people in need. We have a Sr. Communications Associate and an experienced volunteer who are responsible for our current social media activities (which currently focus on Instagram and Facebook).
We tend to post 10-15 times per month. The posts largely highlight specific services, (i.e. the free medical clinic is open on Wednesdays, so we will post about the clinic on Wednesdays). We have been wanting to spend time & talent on developing a more structured social media strategy and implementation plan.
Our current Instagram account has 1,200 followers, and Facebook has about the same. We'd like to explore and discuss:
1) Who should be the focus of our social media posts? Volunteers, Donors, Community Partners, Clients?
2) What should be the focus of our social media posts? Service/program announcements, donor recognition, demonstrating subject-matter expertise?
