Airtable Form Creation Troubleshooting

While I am knowledgable in Airtable, I would like help to improve an airtable base that tracks guest speakers for our organization (IIAN) and our college/university affiliates. I am fairly knowledgable in Airtable but stuck on one specific problem.

The base tracks potential guest speakers and information about them; whether each person has been contacted, and if so by who, and if so their response; and whether they've spoken, and if so for whom (IIAN or a specific affiliate). At the beginning of the semester IIAN provides each affiliate is with a list of guest speakers to contact, then at the end of the semester they are to fill out a form to inform us of who they contacted, etc. This is to ensure that potential speakers are not contacted if they have already said they are not interested.

The problem I need help solving: I want one form that each affiliate fills out each month, with the option to select their affiliate, and then from a linked field select the guest speakers that fall under each category (contacted no response, contacted interested but unavailable, contacted and not interested, and was a guest speaker). Each affiliate should only be able to see the potential speakers that they have been given. The catch is that our airtable plan does not support dynamic filtering, so I can't get the form to show only the relevant potential speakers based on which affiliate is selected. I've tried several workaround but keep running into issues that ultimately do not work at all.

I would like help to brainstorm how to solve this problem, with having to change our airtable plan. Or definitely deciding that given the constraint that it is not possible and the best way to create a form that is functional on both ends.
