Bloom Arts Foundation (BAF) is facing a critical organizational hurdle as we prepare for the 2027 funding cycle. Major grantmakers and private foundations have increasingly made a third-party financial review or independent audit a non-negotiable threshold for grant eligibility—even for smaller, entry-level requests of $5,000.As a scaling nonprofit operating under California's $2 million statutory audit threshold (Cal. Gov. Code § 12586), BAF is not legally required to conduct an independent financial audit. Commissioning a paid review or audit out-of-pocket costs tens of thousands of dollars—funds that would directly take away from our core mission of delivering high-quality music and dance education to PreK–6th grade students across Los Angeles County public schools. The barrier getting in the way of our progress is this financial dilemma: allocating limited operational capital toward a commercial review reduces our direct classroom services, yet lacking an external review jeopardizes our competitiveness and eligibility for future grant revenue. In the past, advised by CPA counsel (The Harrington Group), BAF managed financial oversight through rigorous internal board reviews, independent tax professional preparations, and public Form 990 filings. While this approach prioritized direct student impact, 2026 foundation feedback made it clear that formal third-party verification is now essential to guarantee transparency. We strongly agree with the need for total fiscal transparency. Pro bono support through Taproot Foundation will allow us to complete a formal 2025 financial review, meeting grantmaker expectations and unlocking critical 2027 funding without diverting resources from the classrooms we serve.
By the end of this project, Bloom Arts Foundation aims to accomplish a comprehensive, independent financial review covering our 2025 financial statements and submitted Form 990 filings to ensure we meet all foundation compliance requirements for the upcoming 2027 grant cycle.Specific Deliverables: Independent Financial Review Report: A formal third-party review statement summarizing our 2025 financial health, revenue models, and accounting practices, formatted to meet foundation grant eligibility standards. Form 990 & Financial Alignment Review: A thorough reconciliation of our 2025 internal financial statements against our submitted Form 990 filings to ensure absolute accuracy and consistency across public reporting platforms. Third-Party Rating Readiness Assessment: Brief documentation verifying our financial transparency standards to elevate our profile on nonprofit oversight platforms like Charity Navigator and Candid (Guidestar). What Success Looks Like:Success means having an official, independent financial review document on file that we can confidently attach to 2027 grant applications. Completing this project will allow BAF to satisfy mandatory foundation transparency guidelines, unlock competitive grant funding (from $5,000 micro-grants to major institutional awards), and enhance our rating on platforms like Charity Navigator—all while keeping 100% of our program budget focused on delivering arts education to public school students.

Our mission is to provide music and dance education that sparks joy, creativity, and belonging in PreK-6th grade students in Los Angeles County, and through international partners abroad. Partnering with schools where arts programs are limited, we ensure every child has the chance to create original work, perform, and grow through artistic expression.
